How does this plague work? Is it some kind of sickness transmitted by the dogs that only affects the humans? (i.e. the dogs are only carriers or something?)

A long story short is that the plague is something that only the Helvetti dogs have. There is nothing revealed about it, as as Tilani (the dog) knows it. I'm not revealing alot on the Plague as to keep some of the mystery in it. But basically, the Helvetti dog bites a human and they get infected and die. I hope this helps.

Mmm, I don't know...
If the dogs were the main suspicious about these bizarre murders a la Baskerville, the humans wouldn't say "Say, the dogs are going nuts and killin' people. Look at what I brought you.. a doggie!" I mean, the humans would break relations with the dogs for good. They would be declared enemies, a plage or something; you can't have chaos and order going on at the same time.
Perhaps the humans would bring the police to rid them of the dogs? Perhaps we could even have humans chasing the dogs in horses or something.

Maybe. But the humans are too dim-witted to suspect anything. The only real suspect they have would be the hunter's black dog, but even that dog seems to have "disappeared." Nobody else has said anything about different dogs, and the humans' dogs are acting fine. The Helvetti are being very secretive about this. And for the police..... they weren't exactly very useful. Most of them were participating in the war, and Surma being such a small town they didn't have one.

But come on, Til, RL humans are not THAT stupid. Not even those of old.
Old style humans will most likely go "Frank is actin' weird since last week. He must be a livin' dead, let's kill 'im!"
The wouldn't go "Hmm... the livin' dead are killin' people. Let's sit around, cross ou' arms, and do nothin'!"
"Normal", everyday humans can be really dangerous you know. Take by example, the humans around here-- there was a lion stealing cattle on a nearby farm. The humans didn't stay sitting and crossed of arms, but they went in there, and killed the cat with rocks and other weapons made out of metal cans.
They asked the police for help, but as always, nothing happened, so they decided to go there and make justice on their own.
That, is exactly what people in the conditions of this RP would do (if they act realistically, of course). If the police won't come, sooner or later a leader-type human will stand up and rise all the rest against the dogs.
